Abstract

In a Moroccan context marked by growing environmental, demographic, and institutional crises, territorial resilience has emerged as a strategic priority for ensuring the sustainability of national development. This study examines the capacity of a three-pronged approach — based on digital governance, innovation, and resource efficiency — to strengthen this resilience. Using a secondary methodology involving documentary analysis and a literature review, the research focuses on the Rabat-Salé-Kenitra (RSK) region as a testing ground. The results demonstrate that the integration of these pillars creates a virtuous synergy. However, the analysis highlights that the success of this integrated model remains contingent on bridging the digital divide and improving institutional coordination to ensure a just and sustainable territorial transformation.
